After Rob talked to Mr. Casey, he left the school and headed home. This was something that he dreaded because he now had to explain to his parents why he was kicked out of school. When Rob told his Mom and Dad that he was expelled for alcohol-related issues, they explained that although he was still a teenager, he needed to understand fairly quickly that drinking is the road map to poor health, financial difficulties, poor work and school performance, problems with the law, and broken relationships. Not only this but his mother and father were very displeased with him for drinking in the first place and for drinking with his friends in the second.

It was obvious that his mother and father were in total accord with Rob's principal. Not only this, but his Mom and Dad emphasized to Rob that if he wanted to graduate from high school, he needed to see Miss Bradford. After some dragging of his feet, Rob eventually agreed with his parents and scheduled to see Miss Bradford the next day at 10:00 in the morning.

When Rob got to his scheduled appointment with Miss Bradford, she welcomed him into her office, thanked him for showing up on-time and then without any delay, asked him if he realized why his recent alcohol-related behavior was such a cause for concern by the school administrators.

Quite honestly, Rob was perplexed why Mr. Casey wanted him to see the school psychologist. As he explained to Miss Bradford, why should he see a counselor about his drinking situation when just about all of his classmates drink the same amount that he does. In short, why is the fact that he drinks such a big deal?

Miss Bradford sat silent for a few minutes and then turned to Rob and told him that although his pals drink may drink as much if not a greater amount than he, the reality of the situation is that he is the one who is getting kicked out of school for alcohol-related absenteeism, fighting, and delinquency, not his classmates. Then Miss Bradford explicitly stated that because of his drinking activities, he is getting himself into a negative cycle of hazardous and abusive drinking that can sooner or later prove to be counterproductive as far as his short term and long-range hopes, dreams, and plans are concerned.

Stated in a different manner, Rob's illegal drinking was starting to detract from his ability to conduct himself like a responsible teenager. As expressed by Miss Bradford, "Just because most of your classmates or friends drink hard liquor, wine, mixed drinks, wine coolers, or beer, does not mean that it is the responsible or the right thing for you."

Miss Bradford took the time and explained to Rob that it can be tempting to let other individuals influence a person in an unhealthy, yet exciting manner. Eventually, nonetheless, the person himself or herself has to be accountable and responsible for what he or she does and says so that he or she can circumvent the destructive, unhealthy, and unsafe consequences that are commonly linked to hazardous and abusive drinking.

Miss Bradford also took the time to spell out some alcohol abuse and alcoholism facts and statistics that applied to underage drinkers. After Miss Bradford did this, it was apparent that what she had explained to Rob was a real eye opener to him. Why? Ofcom, is to look at the issue of mobile termination rates - which is the charge levied by mobile networks on each other and fixed-line operators to connect calls. O2 has warned that as a consequence the mobile phone companies would have to raise prices and potentially introduce "use by" dates on top-up credit.

They claim this would be particularly painful for low-income households and younger consumers as many are solely reliant on pre-pay mobile phones and do not have a BT line.

BT claim however that we have been here before, In 2002 when Offcom first proposed limits on termination rates. O2 made similar claims which have been proved untrue with the benefit of 20 - 20 hindsight, with the usage of prepaid phones actually rising since that point in time.

BT and the UK's newest mobile phone network 3 have joined forces to call for a scrapping of mobile termination rates through their "terminate the rate" campaign. More than 70,000 people have already signed their petition and 198 MPs have expressed their support for an early day motion calling for termination rates to be axed.

"They know that excessive mobile termination rates are unfair, distort competition and prevent fixed phone companies from offering low-priced calls to mobiles," John Petter said in his letter to the Guardian. "It's no wonder that O2 and the other mobile operators want to hang on to the current regime and are resisting change. But the sky won't fall."

O2 questions whether a reduction in mobile termination rates would actually bring the desired drop in call charges from fixed-line phones. They have stated "In 2007, when mobile termination charges fell significantly, both BT's and Virgin Media's [cable] average retail prices actually rose. Mobile termination charges fell again, significantly, from April 2009, but this has had no effect on BT's and Virgin Media's standard retail charges; they remain stubbornly high.
